COVID-19: Building and construction sector guidance

Find out what each Alert Level means in the building and construction sector for tradespeople and construction workers. ‍

Alert Level 1

At Alert Level 1, building and construction work can continue as usual provided health and safety measures are in place.

Alert Level 2

At Alert Level 2, building and construction work can continue as usual provided health and safety measures are in place. Physical distancing is required for both workers and customers, and you must have a COVID control plan in place.

Regional travel

Workers are allowed to travel outside their own region under Level 2.

For any travel involving entering or leaving a Level 3 region, uou must have proof that you are travelling for a permitted activity or have a specific exemption to travel. We strongly recommend you obtain a Business Travel Document before travelling.

Buying products and materials

Building and construction businesses are able to buy products and materials from building and construction retailers and suppliers under Level 2. These outlets will have public health requirements in place to help control the spread of COVID-19.

Alert Level 3

At Alert Level 3, work should be done remotely where possible. Businesses are encouraged to use technology to carry out their work at this level.

Where working remotely is not possible, on-site work is permitted, with appropriate health and safety measures and physical distancing measures in place for both workers and (where relevant) building occupants.

Regional travel

There are restrictions on travelling in or out of a region that is in level 3, and an exemption may be required.

Building and construction businesses are able to buy products and materials from building and construction retailers and suppliers under Level 3. These outlets will have health and safety and physical distancing measures in place to help control the spread of COVID-19.

Alert Level 4

Should we need to return to Alert Level 4 at any time, only essential services can continue to operate, as per the essential business definition. Tradespeople are expected to use their common sense and judgement to decide what is essential work during Level 4. You can also see examples of essential vs non-essential work. Building site security is considered essential during Level 4 to ensure buildings are safe.

You may purchase materials from retailers and suppliers during this time, providing you prove you are carrying out essential work and show identification.

Specified systems must remain operational if they are necessary to maintain health and safety and to continue the operation of essential services.
